The skin on your penis is more sensitive than the skin on your hands. Plus, latex condoms are covered in spermicide and lubricant. Are you sure you're not allergic to those instead of the latex?
Probaley because down there is way more sensitive than your hands. . . but other than that I have no idea!
It may not be the condom you are reacting to but the spermicide inside the condom.
try to use the latex gloves as condoms!!!!!
you just might be slightly alergic to the latex, or maybe the lube and spermcide
