Paint over latex ???

in the condo that we bought there is a latex paint on the door moldings.. unfortunately the latex is coming up and leaving spots on the molding that have latex and spots that you can see the previous paint. (it was a bad job by the previous owner, and no primer was used before the latex)..

should i just use a product like killz over the old latex paint and paint the entire door molding with the primer first, then paint? or should i remove the latex paint somehow and then primer.

thanks !!!Paint over latex ???
Sand it right back then paint it.Paint over latex ???
the original kilz, the alkyd type is by far the best way to go.after it dries you can re coat with latex paint or oil base if you can still get it in your area
Sand the moulding, then prime and paint it. It gives you the smoothest surface.
it sounds like they painted the latex over an enamel paint.

The best thing I would do is to give all of it a light sand (the foam sanding blocks work pretty good for this) and then give it a coat of the kliz. Then top coat with the color you want.
just use killz the paint on top of this of the paint is loose and flaking you can lightly sand ot first
